Utilities facing high turnover

At a time when unemployment is soaring in Colorado and the nation, Colorado Springs Utilities says it doesn't pay its workers enough. Human Resources director Karin Hollohan tells Dolan Media Company in a copyrighted story that some jobs remain unfilled for a year and that the city-owned four-service utility is falling behind its competitors in pay.
