Rep. Waller says he would ban dispensaries

State Rep. Mark Waller has recently made the question of medical marijuana centers in Colorado Springs something of his baby, making several appearances at City Council and El Paso County Commissioner meetings. He's also listed as a supporter on anti-MMJ group Let Us Vote COS' website, and says in a phone conversation with the Indy that he's "becoming somewhat of a reluctant expert on the issue."

"[House Bill 1284] wasn't my bill in the State House in any way," Waller says. "But I kind of got drawn into it — ended up playing a pretty significant role in drafting the amendment that called for this 'local option.'"

Waller, who represents House District 15 in the eastern part of the county, says he's spurred on by his interpretation that Colorado voters weren't wanting hundreds of MMJ centers when they passed Amendment 20 in 2000, even if they weren't really clear as to what they did want.

"I think since that’s there, we need to go ask them what they meant. And I advocate for asking them what they meant. And the way to do that is through this 'ban' question," Waller says. "If they don’t ban dispensaries, then fine, we know what they meant. I mean, either way we know what they meant! And I can accept that, and deal with that and move on."

And if the potential ballot question was in front of him now?

"I’ll tell ya, I’ve done a lot of thinking about how would I vote if we were able to get it forward to the ballot, and I think at this point in time I would have to vote to ban dispensaries, just personally speaking," the rep says. "Because I don’t think that’s what the voters intended. I don’t think they intended this dispensary model."
