It was a big selling point for a lot of legislators. And the program, which provides tax credits to businesses that offer health benefits, was expected to be hugely popular, costing the government $2 billion in its first year.
However, so far, not a lot of businesses are taking advantage of it. Some say the tax credit is too complicated. Some say small business owners just aren't aware of the perk. It's also possible that even with the extra funds, a lot of small businesses just don't want to pay for extra benefits for their employees during a recession.
Whatever the reason, the Obama administration is trying to promote the tax credits to get more businesses to sign on.
