Recently fired from her post as city financial leader, Velasquez released a statement to the media recently accusing the city, and specifically former boss and mayoral Chief of Staff Steve Cox, of financial misdeeds. She says that when she wouldn't "get on board" with the abuses, she was fired.
Mayor Steve Bach initially dismissed the claims. Then he said he'd get an outside investigator to look into them. After getting approval for the expense from City Council, Bach has done just that, choosing a firm from Denver.

Mayor announces selection of law firm for investigation
Last week, Mayor Steve Bach ordered an immediate, thorough and neutral investigation of all allegations made by former City of Colorado Springs Finance Director, Terri Velasquez. Yesterday, Colorado Springs City Council passed a unanimous resolution in support of the Mayor’s decision.
For the past week, a search has been conducted to select a qualified law firm to undertake that investigation. Today, Mayor Bach is announcing that the Denver firm of Kelly, Stacy and Rita LLC has been chosen and will begin the independent investigation immediately.
“The firm I have hired has never had any involvement with, for or against The City of Colorado Springs. They have represented a number of the largest companies in Colorado and nationally and have vast experience in employment law cases as well as internal investigations and matters involving financial misconduct,” Bach said.
Lead attorney Dave Stacy, senior partner at Kelly, Stacy & Rita LLC, has more than 30 years' experience in employment law, is past Chair of the Labor and Employment Law section of the Colorado Bar, and has been selected for inclusion on numerous lists of the best employment lawyers in Colorado for many years. Mr. Stacy said, “We will immediately commence a thorough investigation of Ms. Velasquez’ allegations.”
The investigation will be expedited. Mayor Bach believes, “This process will determine the facts in this matter, and will I hope, restore trust in City Government.”
