City Councilor Joel Miller will wrap up less than two years on Colorado Springs City Council sometime today — because he's resigning to run for mayor.

Miller made the announcement this morning in Council chambers, saying he feels strongly that the city needs a mayor who will respect Council and follow the "rule of law" by abiding by veto overrides, which Mayor Steve Bach has not done.

Miller, an Air Force Academy grad and pilot who now flies civilian airplanes for a living, was elected to Council to represent District 2, the north district, in 2013. His predecessor, Angela Dougan, was defeated after being supportive of Bach in his first two years in office.

Council will appoint someone to fill the District 2 seat on an interim basis within 30 days. That seat will then go up for grabs in the April 7 city election.

Miller joins Amy Lathen, Mary Lou Makepeace and John Suthers as the leading candidates in the mayor's race. Bach could run for re-election, but hasn't announced his intentions.

Miller says that if  elected, he would remove the downtown stadium from the City for Champions tourism projects package. The stadium has given Miller his most durable issue during his tenure; he's questioned everything from the attendance predictions to financing arrangements, the latter of which have not been fully revealed.

He's tried unsuccessfully so far in trying to get a measure on the April 7 ballot that would require that voters approve of using city money to build a stadium. (His wife, Anita, is in the process of circulating petitions to try to get the same measure on the ballot. She's due to turn in the more than 14,000 signatures required by Jan. 7.)

Miller said his candidacy would focus on not only C4C but also the city's infrastructure needs and its growing obligation for city employee pensions.
