On December 2, 2015, the Colorado Springs Police Department received a complaint regarding the actions of a supervisor who had responded, while on duty, to a traffic accident which resulted in a disturbance. An investigation was conducted which has resulted in the arrest of Sergeant Steven Biscaro for Third Degree Assault, a class 1 misdemeanor and Menacing, a class 5 felony. Sergeant Biscaro was arrested on January 27, 2016.Biscaro's name also surfaced during the Independent's investigation of excessive use of force by CSPD officers as observing use of force against a suspect in which the city paid a settlement.
When the initial complaint was received Sergeant Biscaro was placed on desk duty within the police station. He is currently on paid administrative leave in accordance with policy pending the formal filing of criminal charges by the 4th Judicial District Attorneys’ Office.
Steve Biscaro was hired on the 11 of January 1993. Sgt. Biscaro was assigned as a patrol sergeant in the Stetson Hills Division.
Police Chief Peter Carey stated “Any time we must arrest an officer particularly a supervisor an individual who is entrusted with a higher level of responsibility it is a sad day for our department and our profession. I want to ensure the public that this was a thorough and complete investigation conducted in consultation with the District Attorneys’ Office. At this time the criminal prosecution and subsequent administrative processes will take place in order to address these allegations.”
