City: Earmark $2.5 million for homeless campus

The money would be used to construct facilities to expand the number of shelter beds by 150, along with providing other uses, such as showers and laundry areas.

The City of Colorado Springs Community Development Division will propose a substantial amendment to the U.S. Department of Housing and Urban Development (HUD) that, if accepted, would invest $2.5 million in Community Development Block Grant (CDBG) funds currently available to the City for purposes of constructing 150 new shelter beds and a day center with showers, restrooms and laundry on the Springs Rescue Mission campus. The project would help provide stability to people experiencing homelessness. The campus plan, which also includes a kitchen and welcome center, is estimated to cost $13.8 million.
“When the City launched the Initiative to End Homelessness two years ago, this was the project we envisioned. The best way to move people out of homelessness is to offer them a safe place off the streets and a community of support. This is a compassionate and effective plan to fill a significant gap in the social safety net for people experiencing homelessness,” said Aimee Cox, Community Development Manager.
“Springs Rescue Mission deserves our praise and our investment. This campus will help our unsheltered residents address some of their basic needs and build positive relationships that can give our residents a chance at a good quality of life. This campus does that, and I give it my full support,” said Mayor John Suthers.
The public is invited to review and provide comment on the draft substantial amendment today through March 22. The City will host a public meeting Tuesday, March 15 to discuss the proposed actions to approve the substantial amendment to the City’s 2014 Action Plan which would facilitate investment in shelter beds and a day center for Colorado Springs. Additionally, City Council will conduct a public hearing on the issue April 12.

Any individual, group, or agency may submit written comments on the substantial amendment to the 2014 Action Plan to the City of Colorado Springs, Community Development Division and address them to Felix J. Comments should specify the notice they are addressing.
