I agree that people are the problem, not dogs.
As a point of revenue and to help the "leash law" proplem I would like, and be the first to help enact, a program that other cities have already put into place . This would be a licensing for proven, well-trained dogs to be allowed off lead in virtually all our city parks (with restricted areas).
The license would come with a fee (revenue) but, would allow dogs (and owners) the chance to prove the dogs ability by passing a test to see if the dog is capable of being off lead in public areas.
Mr. Russell needs to go back and re-read our Declaration of Independence:

Trying to follow the money in the hospital business is like trying to follow the river of money flowing through the mafia and drug cartels.
A Mystery? In recent fiscal years, Memorial spent $188.6 million on uncompensated care and Penrose provided $124 million on uncompensated care. These figures are about the same from year to year. The mystery is that year after year both of these health systems eat tons of money, BUT neither goes bankrupt. Why is that?
Because WE are paying for it in annually escalating insurance rates or tax rates or both. But make no mistake, WE pay for it NOW. Hospitals grossly over-charge insurance companies in order to recover the huge costs of uncompensated care. How else do they not go broke?
For me, one promise of the ACA is to provide a vehicle for people to get health insurance that will pay their bills so that hospitals will no longer have to overbill insurance firms who will no longer have to overbill me by raising my rates every year to cover the uninsured. Right?
Hospital rates and charges are insane, they demand $10k for a procedure but accept $2k and yet don't go broke. The whole system is just insane.
Most people are equally unfit to be parents or own dogs. Pity the kids and dogs.

Darrin Stephens, Why have you declared war on "pit bull TYPE??? dogs? Your quoted numbers of deaths, etc are pretty low compared to the number of people who have been killed by guns.
Do you have a dog? What qualifications do you have that give you the right to decide what are and are not "pit bull type" dogs? A Rottweiler? That is an old, old breed as are German Shepherds, etc. Please apply your enthusiastic hatred somewhere else!

Three of the pit bull type dogs were BULL mastiffs, ie 40% pit-fighting bulldog.
If 27 of 33 dead were killed by pit bull attack, that’s 82% dead by pit attack, 9% dead by ‘molosser’, 3% by some kind of GSD mix, 3% by a husky + possibly pit mix, 3% by Shiba Inu.
If you count the pit-mix mastiffs as pit bull types, that’s 91% killed by attacking pit bull types. Pit types are only about 6% of the entire dog population.
The man who ran into traffic kept pit bulls himself. He knew perfectly well what the two stranger pit bulls that were chasing him would do if they caught him, so he preferred to risk a swift death by oncoming car.

* All Pit bull type dogs Micro-chipped with any bite history in database for reference.
* Insured: All dogs must be covered by mandatory liability insurance of $100,000 min. generic and $500,000 after a skin breaking bite with insurance companies based on actuarial statistic's determining said rate.
* Spayed/neutered (except for limited approved show dog breeders)
* All breeds involved in any bite incident must be kenneled in a locked five-sided enclosure with concrete bottom.
For all other dog owners language can be written that enclosure such as fences must be capable of containing your dog period, such generic language puts the onus on the owner, have the fines be so onerous that said owner will ensure this they make this so.
1,000 the first time, double the second time and permanent confiscation the third time with a ban on said person from owning any dog within city limits, this will create an effective outcome directly or indirectly.
* All dogs must be on leashes outside of home enclosure
* All molosser breeds must also be muzzled outside of home enclosure
* No transport of declared dangerous dogs for the purpose of re-homing. (Dangerous dogs must be dealt with where their history is known.)
* All of the rules listed above also apply to rescues: rescued dogs must be licensed and subject to inspection.

Felony charge for owner of dog that mauls human, dog, or other domestic animal.
Dogs in off leash parks have rules too.
There are now many dog off leash parks, these too are first and foremost people parks not dog parks,
with dogs now allowed off leash only by the permission of people who the parks are actually for.
Dogs are only allowed off leash in them if they are under the same control by trained verbal command as if they were on leash so as to preclude dogs from approaching people or dogs in the park unilaterally.
This is for the safety of dogs who are the ones who suffer at the paws of out of control dogs.
If a dog can not conduct itself with 100% recall ability they it must be on leash there too and muzzled if restricted.
As well only two dogs per owner at a time are allowed off leash.
First and foremost these areas are for the enjoyment of people first, dogs second.
This is the law and what was agreed to by the city and all dog organizations lobbying at the time
for off leash parks, dog owners agreed to it and must now abide by it.
As well all dogs must be on leash from your car to the actual off leash area both coming and going.
All dogs should go through a behavioral training course.
I have often seen owners trying to deal with unruly out of control
dogs, they try baby talk, act as if they were talking to a 10 year old child or scream abuse at the dog while striking it about the head and none of it works, it is pathetic.
The idea put forth by some that only time & patience it needed is absurd, by itself it is useless, a tried and proven dog training technique is needed.
If done by DVD obviously the dog owner is involved in a hands on way every step of the way.
If done with a professional Dog trainer you never just turn the dog over to him without owner involvement as some said, that is idiotic, the owner is always involved at every step in the training process under the supervision of the dog trainer.
The public library has dozens of dog training DVD's with hundreds of others that can be loaned from other library's at no cost.
In the week you have it on loan you can put together a training regimen that if followed with consistency on a daily basis over many months will cure any issue that any dog has.
The idea that dog training rarely is effective is garbage, if the owner is responsible it will work almost every time.
If the owner is such an idiot that he renders the training ineffective then he has no business owning a dog in the first place,
nor should he have a dog off leash as in effect his idiocy is extrapolated to the dog with the public's safety put in jeopardy, he should instead get a pet rock.
Dog training though rarely undertaken is the solution to all dog issues, if they were all trained then dogs off leash would be the norm in ALL parks.

Dog owners want more rights but refuse to act responsibly in regards to their dogs to earn them.
All this ode to Dogs is pap and has zero to do with the issue at hand, untrained,out of control dogs forcing people to interact with them, that is the only issue.
Animal control here offered all those getting tickets for their dogs being off leash a chance to forgo any payment and instead have the $150 go towards a 6 week intensive obedience training course. How many took them up on it?...........a few, almost all just paid the fine, this speaks volumes about how irresponsible & lazy dog owners are as a whole, not just a few bad apples but the clear majority of them.
This attitude is why the crackdown has come about due to the general public being fed up with dog owners who have zero credibility with them as they continue spout comments that their dogs are as good as gold when the opposite is clearly shown to be the case.
That dog owner's as a norm actually intentionally hang blue bags with their contents in the bushes and small trees right by the trails at eye level by the dozens on a trail speaks volumes as to the content of their character or lack thereof.
Dog off leash harass wildlife and damage the ecosystem trampling flora and fauna, this is disrespectful to the environment and not acceptable.
All our lives we are taught don't go up to pet a strange dog as you, the dog owner and even the dog never knows how it will react.
Well that cuts both ways as to the dog approaching you as again nobody knows how the dog will react.
This puts the person in danger of being attacked & bitten as well as having to go through this over and over again all through ones walk as the dog approaches not knowing what will happen.
I don't need over my walk several dozens dogs in all jumping up on me, sniffing my crotch, approaching me and forcing me to interact with it, if i wish to do so that should be my prerogative not the dogs.
The solution to this is for the dog to be leashed so it can not have access to me, this is my right, and my rights supersede any that any dog has.
As to a time share with dogs i am not interested in having a dog determine when and where i can hike in peace.
This after all is a People park not a Dog park and the idea of placing Dogs on the same level as people is not acceptable
especially when so many options off leash now exist.
Dogs should be leashed where the law demands it.
What is so hard about being a considerate dog owner, leash your dog, when someone approaches you on a trail reel your dogs leash in if it is one of those 20 footer's & keep your dog in tight to you with yourself between your dog and whomever or whatever is passing you on the trail.
This is simple common courtesy and consideration to others while still allowing your dog to roam about and have fun. If people simply do this then this whole conversation would become moot. If they don't they are well on the road to having their and all other dogs banned from many or most parks.
Other then the solutions i mentioned, the obvious one to this issue is just Leash your dog, Period. Take a training course with your dog to teach it obedience & proper behaviour, to be under verbal command as if it was on a tight leash. These courses are short, only a few weeks for $150 and your dog becomes well behaved, under control and instantly recallable instead of being an out of control idiot mutt without a clue as to how to properly behave around people as is more often the case then not.
Go to the library, they have hundreds of dog training DVD's available on loan that can teach you to train your dog to the same level at no cost to you.
The reality is that the crackdown on dogs off leash and the conduct of dog owners will only become more severe till dogs are banned from all PEOPLE parks.
And this is the community that had city dump trucks removing homeless shelters on fountain creek and raised money for a shelter that never got built for helping the homeless?Because no one wanted the shelter in their neighborhood!As a relocated homeless veteran from colorado springs I Know how hard the community really feels like the no camping in city limits law!Good luck trying to help the needy becoause the wealthy and the politicians dont feel the same way!
I moved from Colorado Springs to Columbus, Ohio, to take a job at Lower Lights Christian Health Center, a faith-based nonprofit Federally Qualified Health Center. The role of an FQHC is to provide care to all who need it, regardless of their ability to pay. Ohio is also one of the states that has expanded Medicaid; therefore, many of our uninsured patients (which constitutes almost 50% of our patient base) were eligible for Medicaid enrollment.
Because of our FQHC structure and the fact that we are also a designated Patient Centered Medical Home--Level 3 status, LLCHC is eligible for a slightly higher reimbursement rate from Medicaid--therefore allowing us to continue to welcome additional Medicaid and uninsured patients. Unfortunately, in a normal for-profit business model, most Primary Care providers and hospitals are not able to sustain a business model that has a large number of Medicaid patients. The expansion of Medicaid will not help these providers--even though the number of Medicaid Patients is increasing.
I would recommend that all hospitals and private practices that operate under the traditional business model refer patients to Federally Qualified Health Centers for appropriate primary care and follow-up care. FQHCs are designed to take on more Medicaid and uninsured patients and can financially sustain this model. Just FYI... :-)
"David Slanton" - I had a real hard time figuring out what you were saying because your grasp of proper English is deplorable...but I digress.
That said - you think the people filing the complaints "stole" text messages? Really? You realize that would require the people making these complaints to install spyware on these phones ahead of time right? Possible - but HIGHLY unlikely since they would've had to know before the fact that they wouldn't be selected for the promotions. Besides, much of the evidence against Maketa are emails (NOT text messages) that went through county servers...which then makes those emails the property of the county. As such, they are saved for a period of time (one reason is for cases just like this) and they can be pulled if needed.
I believe, as you do, that these relationships were consensual. I don't think Maketa made any promises or said "Hey, have sex with me and I'll promote you." However, based on the evidence, I suspect that because of these consensual relationships, the individuals in question were granted special consideration or favors. But even then - it's unethical (especially considering he's married) and doesn't justify the Sheriff LYING about it when confronted. After all, he's supposed to be the highest ranking law enforcement officer for El Paso County - a position that should have a high degree of honesty and integrity.
Now - maybe these promotions were legitimate. But based on the information at hand I highly doubt it...especially the promotions of Huntz. I've dispatched for Riverside and San Diego counties in CA and Hillsborough county in FL and I can tell you - if I or any other person I worked with done what she had - they would have been walked out the door - literally. If they had somehow kept their job, they most certainly wouldn't have been promoted to supervisor within seven months of the incident over other more qualified dispatchers - especially given the the IA investigations she'd just been through. On top of that, the email from Maketa to her stating that the Undersheriff had been advised and would be looking for her appeal also suggests that she was being "protected."
In Cardarelle's case - maybe she's worthy of the position. But the fact that she was promoted to this position over other, more qualified individuals (who had actual account degrees) while having an affair with Maketa makes her promotion HIGHLY suspect.
All of this is based on my past experience in law enforcement and my objective view of the evidence. I say objective because I no longer work for any law enforcement agency so I have nothing to gain or lose one way or the other. Your comments, on the other hand, appear a bit more subjective and makes it appear that you have some kind of vested interest in all of this - primarily because you're the ONLY one here defending the people in question. It actually leads me to believe that you ARE one of the people involved. Whether you are or not doesn't really matter. What does matter is that the integrity of our Sheriff is in question. If he cheats on his wife with subordinates and lies about it, then what makes you think that he wouldn't also promote or protect someone because of his relationship with them?
At this point, however, I'm not passing judgement him - only pointing out what has already been presented and why your claims don't make any sense.
they should be giving tickets for dog owners not picking up their dogs poop as well. only a few people are scared of dogs (some teabaggers are scared of everything)... everyone hates stepping in dog poop.
