I know these people. Rich as in loads of money, no. Rich in they way they shower their love, definitely.
As someone who cares deeply about the quality of life of animals, I was leery to learn about this program. However, I must say that I think it's wonderful. A second chance for death row dogs, and an opportunity for inmates to be useful, and develop a new part of themselves that is typically suppressed in the prison environment. A part of themselves that could potentially get them far outside of the facility walls, if &/or when they get that chance.
The line in the story about the prisoners being looked at for what they are doing now (training and caring for animals) rather than what they are there for. That is important. So important for a person developing self worth.
