When is force excessive? Whenever more is used than is required to do the job. In February 2003, police threw tear-gas at people getting in their cars. That's excessive. In March 2007, police used clubs on people who were offering no resistance. That's excessive. Is an apology due? Well, yes. But the brutality will continue until we see excessive force as a crime. The perpetrators should face prosecution for use of excessive force.
