Yes, it's a sad story, but c'mon folks. You've lived here long enough to know that there are all areas of help. If nothing else, you could call 2-1-1, tell them what you need and ask for assistance. It's not Springs Utilities' responsibility to keep track of landlords and their tenants! Stop blaming them and start taking some responsibility for yourself.
