Mayor Lionel Rivera's "stance" is oddly similar to the one he "took" on a free military mental health care offered by a recent program, which later commenced despite Rivera's articulations showing he was lacking in his support. He had critiqued it even as Springs suicides and violent crimes (including service-connected homicide) have increased from our returning OIE/OEF soldiers suffering from PTSD.
