The Secure Communities Program works in tandem with several other ICE programs. Some of these are: the Criminal Alien Program (CAP) designed to prevent the release of foreign criminals, and also Section 287(g) of the Immigration and Nationality Act, which allows local police to receive federal training in immigration issues.
