Another example of wasteful spending. $18 Million investment to save $500k a year. That is a 36 year payback before we are even. And this presumes they actually get 36 years out of the solar panels. Not to mention the operating cost, maintenance and upgrades. I guess when your spending tax dollars, you don't have to invest it wise.
