Until prosecutors, and law enforcement in general, realize and accept that marijuana is medicine they obsessively believe that their job to persecute sick people. The pathetic idea that they are "just following orders" did not work during the Nazi Nurenburg trials, and thanks to intelligent jurors, it is not working now. Alcohol prohibition ended when jurors refused to convict their neighbors. Refusing to convict sick neighbors is an even greater moral obligation that is being realized as more and more people learn that cannabis is a great medicine.
