Pam, I would look a little deeper as to why the city officials didn't request resources from the Tier 1 team. It is my understanding that at least one official in a key role had faked his credentials. The resources were not requested because he had no idea what he was doing. That is why he tucked tail and ran away from the EOC. He should be held criminally liable for negligence. If we had a qualified person there instead of a liar, our homes would not have burned.
