It seems to me that the concept of the lots maintaining the value of what the County Assessor has is not representing the value of the existing tap fees already paid and attached to the lots current value. If one was to deduct the tap fees and cost of running the utilities to the pad site, the lot value would be considerably less.
Saying the values are holding even is a far stretch by the County to keep tax valuations the same.
