This is what happens when politicians are compelled to sign these "mandates". You can't negotiate fairly if you have "pledged" to not raise taxes, eliminate pork, etc. The system is rigged for pork. Whether it is disaster relief or Corp of Engineers projects.

Politicians need to stand up to these special interests and refuse to put on the handcuffs. This includes such powerful lobbies (on both sides of the aile) such as the NRA, various Unions, AARP, etc.
