I think Bach's "hidden agenda" should be fairly obvious if you've followed his antics since he took office. What I'd really like to know is are the rumors true about how he treats his office staff, and why is it that city employees who have left either don't say a word, or if they do they are dragged through the mud? I smell non-disclosure agreements tied to severance packages.
