Why are Taxpayers being billed for Stormwater from Sand Creek and farther East when
they reside in Fountain Creek/Templeton Gap Drainage ? Any new Stormwater Fee
needs to exempt the Westside of the City of Colorado Springs.
Developers/Taxpayers in these new areas around Powers Blvd. should pay for their
own Drainage Improvements like Citizens have done on Westside for 100 yrs.
