      <![CDATA[No hikers,bikers or other people using the National Forest have been hit by stray bullets from Rampart Range in all the years it has been open.Gun owners pay a 10% federal tax on all bullets and guns they buy,in fact the tax is 11% on handguns.No other group that uses the forest pays this tax.Part of these millions of dollars is supposed to maintain and build new shooting ranges.Also no other group that uses the National Forest is exercising a Constitutional right as clear as the Second Amendment.
