      <![CDATA[It is not appropriate for all residents to be taxed for facilities which could be provided by the market , and therefore funded by that minority of residents who will actually use them . <br>
 <br>
Further , the use of a religious label on the faciiity is an inappropriate breach of the separation of state and belief .
