      <![CDATA[Hasn't the city learned enough from that nightmare on Woodmen?<br>
<br>
Do they have a start and end date they will miss by 12 years, coupled with a budget that is as accurate as Dick Chaney hunting quail?<br>
OR maybe this is the city getting people interested in the bus system.<br>
Maybe these construction fiascos are secretly planned to near genius.<br>
Have our roads so slow and torn up, more and more people will buy bus passes.<br>
