      <![CDATA["I am prepared to present over 100,000 pages of scientific data, 100s of engineering studies and 1000s of technical memos all of which refute the viability of the SDS as proposed. I can also provide detailed engineering analysis from several of the worlds largest developers and providers of renewable energy to support the economic viability of developing a water project in eastern Fremont County that can provide more firm storage, greater systemwide reliability, at significantly lower expense, along with a revenue stream that pays for the project.<br>

      <![CDATA[The under collection condition you refer to is the upside down position the Utilities put this community in through its hedging program. We as a community were locked into buying product at a price 200% over market and to assure execution of these contracts large cash collateral postings had to be made.

I think the question about the impact on bond ratings by comingling money is good. However, I think the entity that would investigate the impact of comingling money is the company that audits the financial statements that are included in the Annual Report.

How does Tom Gallagher, who sits on the board of utilities not know that there were 4 months in 2009 where gas was under collected. Instead he spews lies saying it's been in a perpetual state of over collection for 2 years.

      <![CDATA[We appreciate Mr. Grossman passing on the information, but none of what he said changes the facts, notably, that Utilities overcharges its customers and then, only later, refunds the money over a long period of time, a year or longer.<br>
<br>
This means that those who overpaid aren't guaranteed to receive the refunds, because they might have moved to another utility company by that time in another city or another state. The Public Utilities Commission example was used in the article to demonstrate that other regulatory agencies handle this phenomenon differently.

      <![CDATA[This is the reality, if averaged the utility owes $100 to every natural gas customer it serves. By refunding through the GCA, the practice of over-collection never stops because the base rate (where the over collection occurs) never gets adjusted down to where it needs to be.

      <![CDATA[The GCA refund is something that can take effect right now and will refund customers by the end of January. If this were to be done in a rate case as Mr. Gallagher purports it would take even longer.
