      <![CDATA[Mr. Gray is careful to avoid pointing out that when enterprises have to pay property taxes as well (just like the private sector businesses they are competing against), then property taxes will go down for everybody--including the enterprises.<br>
<br>
Also, these enterprises pretty much have become enterprises in order to avoid TABOR. If they don't want to comply with the same burden all other businesses are expected to comply with ("tiny tax burden" when private enterprise pays it, "onerous" when enterprises pay it), they could just go back to being government services..that comply with TABOR.<br>
