      <![CDATA[Just wanted to add: on my last budget billing reset Utilities wanted to impose new budget amt that was 16% over my previous 12 month usage -- and I had a $200+ credit for my payoff balance and a $400+ account balance credit. Hows that figure with the previous testimonials?

In response to the previous comments, it is true that Utilities does not impose a non-refundable service charge, in the conventional sense of the term, for budget billing. If the story suggests otherwise — and we see that it could — that is our mistake.<br>
<br>
However, it is also true that Utilities adds an 8 percent charge to budget-billing customers' bills each month, and has been doing so without telling customers about it.

      <![CDATA[I am so steaming mad about this - I've paid almost $1000 unknowingly to CSU over the past 5 years of being a budget billing customer. I wonder how many other CSU budget billing customers don't know about the 8% fee.
