      <![CDATA[Dissolvable tobacco products are marketed to adult smokers, not children. Federal and state laws already prohibit tobacco sales to minors, and the 1998 Master Settlement Agreement between state AGs and tobacco companies explicity bans target marketing of tobacco products to youth.<br>

If the CO Board of Health had any evidence that dissolvable tobacco products are being marketed to youth, they would have notified the FDA, the CO Dept of Health and/or the CO Attorney General for law enforcment and/or prosecution of offenders.<br>
<br>
Instead, the CO Board of Health is trying to deceive the public in an attempt to ban the sale of dissolvable tobacco products and to prevent cigarette smokers from sharply reducing their health risks.<br>

According to scientific research at http://www.nicorette.com/quit-smoking-products/nicorette-nicotine-lozenge.aspx?showsplash=true and http://www.nicorette.com/quit-smoking-products/nicorette-nicotine-lozenge.aspx?showsplash=true , dissolvable tobacco products are virtually identical to dissolvable nicotine products like GlaxoSmithKline's Commit and Nicorette http://www.nicorette.com/quit-smoking-products/nicorette-nicotine-lozenge.aspx?showsplash=true , which are also marketed with flavorings.<br>

And according to US survey data, smokeless tobacco is not a gateway to cigarette smoking.<br>

If the CO Board of Health was truly interested in reducing tobacco attributable morbidity, mortality and healthcare costs (99% of which is caused by the daily inhalation of tobacco smoke, not by tobacco or nicotine usage), the Board would notify Colorado smokers that smokeless tobacco products (including dissolvables) and electronic cigarettes are far less hazardous altneratives to cigarettes, and to encourage smokers to switch.<br>
