There are lines at the post office for the same reason there are lines at supermarkets, drug stores, department stores, and convenience stores.

Postal workers do not control the staffing at the post office. The lines are long because someone in management made the choice to not schedule the appropriate amount of workers.

Believe it or not, management's idea of a good day is when there are no customers to serve and no mail to deliver since that means they came in under budget for that day.
