      <![CDATA[To add insult to injury, recently I've seen several Utility trucks at restaurants around 8:30 to 9 in the mornings. The employees are inside enjoying breakfast.

I have to follow up and ask, we were told as Citizens in 1999 that this project would cost one Billion dollars, this is what we were sold on back in 1999 (actually 957 million) for the complete project which was to be on-line 2007/2008. The cost continues to escalate everyday and now we are finding out that 700 acres of the Upper Williams Creek reservoir is on Norris's land and he and his family have not agreed to terms for the land.
