Anybody over 21 is allowed to grow up to 6 plants.
All Marijuana from these 6 plants can be kept on the site where it was grown.
You can legally transport 1oz anywhere you want within the state.
1-2 ounces remains a petty offense for 18 years old and up.
Adults that don't grow can purchase from a retail sales store.

How is that not good ?

Does it allow you to grow a bazillion plants in your basement, then sling the your product on the streets unregulated ? No. That is why people are against it.
