This is exactly what Pena wrote in the Denver Post: "Providing a smart meter to customers without providing them with the dynamic prices the meters allow them to respond to is like trying to clap with one hand."

I believe Mr. Daly is under the impression that the "dynamic prices" are the result of opening up "access to competitive markets for electricity."

The two are not related. The "dynamic prices" Pena wants to provide consumers is a rate structure that will charge more for electricity consumed during peak generation hours, and less during off-hours.
