The Merriam-Webster dictionary offers several synonyms for the word "intelligence," such as "reason, shrewdness, comprehension," but not "enlightenment," nor "awareness." It seems to me someone who wants to discuss intelligence ought to be able to define the subject correctly.

I cannot fathom what it means to "have intelligence racially trapped," although Ms. Christensen's next sentence seems to be trying to say, metaphorically, either that intelligence is not the sole property of any one race, or that intelligence is not affected by skin color, or something like that.

Also, I can't think of anything more ridiculous than putting the Mayor in charge of the Utilities. They need a dedicated board that actually has industry knowledge.
