This would allow the Mayor to take the maintenance money out of the parks budget and use it then for inflated city salaries, unnecessary and expensive studies, and remodeling Tejon Street, with the former maintenance covered with TOPS money.

Of course Jim Mullen is in favor this smoke and mirrors trick...this is business as usual in city and county politics.
