      <![CDATA[Allowing TOPS money to be spent on parks maintenance, essentially putting that money into the city budget instead purposed for new property acquisition, is felony theft, pure and simple.<br>
<br>
This would allow the Mayor to take the maintenance money out of the parks budget and use it then for inflated city salaries, unnecessary and expensive studies, and remodeling Tejon Street, with the former maintenance covered with TOPS money.<br>
<br>
Of course Jim Mullen is in favor this smoke and mirrors trick...this is business as usual in city and county politics.

      <![CDATA[I agree with this position. I was the city manager at the time when city council approved the TOPs plan and the people passed the TOPS tax.
