Boxer or briefs? In Boulder, no one wants to know

Well, at least Colorado Springs has one thing going for it: clothed citizens at City Council meetings.

Apparently, Boulder can't say the same.


According to the Boulder Daily Camera, Boulder City Council has developed some "Rules of Decorum," which include no wearing of masks, shouting, jeering or clapping at meetings — and no disrobing. The Daily Camera says:

The recommended changes — which the council will vote on Sept. 7 — were drafted by council members Lisa Morzel and George Karakehian. The two were appointed by the council in January to review council procedures and rules for how people are expected to behave during meetings.

The work of the committee was later influenced by the February arrest of longtime council critic Seth Brigham, who stripped to his boxer shorts during a meeting and began questioning campaign contributions to individual council members.

Brigham was told to stop talking and was arrested after he protested, but the charges were later dropped and the council apologized for over-reacting.

They are already running into some issues, though. According to a Daily Camera article Saturday, the American Civil Liberties Union sent a letter to Council on Saturday saying the proposed rules "chill free speech." The story reads:

The rules contain "many vague, overly-broad and unduly restrictive limits on free speech and conduct by the public," wrote Judd Golden, chapter chair, in the letter. "Examples include use of the terms, 'personal,` 'impertinent,` 'contemptuous` and 'boisterous`; that no speech may be directed toward staff or a single council member; and a ban on obscuring the face, which would exclude women who wear a Hijab or veil for religious reasons."
