New city bus contractor had 'best value' but not best price

The city's Mountain Metropolitan Transit (bus service) has a new contractor. The city hired McDonald Transit Associates, Inc. for a one-year contract, with four years of optional renewals.

The contract will cost $6 million in 2011, which is about a 1 percent increase over the last contractor's rates if you factor in the new service to be added next year (Saturday service is being added). The city received two bids for the contract. Andy Garton, transit business administrator, says the McDonald bid was not the lowest cost but was the "best value" among those considered.

The cost of the contract will increase each year based on the Denver-Boulder price index, or by 3 percent, whichever is lower.

According to the city: "Mountain Metropolitan Transit provides fixed-route bus service for Colorado Springs and the Pikes Peak region, as well as other services such as ridesharing, paratransit service, FrontRange Express and the Ute Pass Express commuter services."
