Who should govern Springs Utilities?

Last month, we reported a push by a few folk to revisit the issue of who oversees Colorado Springs Utilities.

Back in September, John Cassiani, a former developer who's now leading a civic organization called Colorado Springs Forward, and Nor'wood Development Group executive Ralph Braden asked the Utilities Board to reopen debate about changing CSU's governance.

Several studies have recommended changes from the current set up of having City Council serve as Utilities Board.

The issue came up again yesterday at the Utilities Board's monthly meeting. According to Utilities spokesperson Kim Mutchler, board members Merv Bennett and Andy Pico have been working on putting together a public process to discuss a change. Members Joel Miller and Don Knight want a more specific work plan, which is expected to be presented at next month's meeting, Dec. 17.

Cassiani again spoke to the board, saying Springs Forward would like the process to be led by citizens, not the Utilities Board. So stay tuned as to how this unfolds.
