Larry Bagley, a retired Air Force colonel, will be sworn into office on Thursday to replace Joel Miller, who resigned short of two years in office to run for mayor. Bagley didn't say when speaking to City Council last night whether he'll seek to fill the unexpired term in the April election.

Bagley told Council he has great respect for neighborhoods and helped negotiate an acceptable solution when the Woodmen Road and Academy Boulevard interchange project was done. But he admitted he'd never attended a meeting of the Colorado Springs Utilities Board, which is composed of Council. So he'll be low on the learning curve on Utilities matters.

His highest priority, he said, is finding a solution to a backlog of stormwater projects, adding, "It's going to cost money."

Here's more on Bagley:

The vote was 6-2 with County President Keith King and Councilor Helen Collins voting no on Bagley.
