I'm sick and tired of City Counsel & the Mayor wanting more money in Fees and or Taxes and the bait and switch that is going on. When the former mayor gave away MILLIONS to Mayor Bach's buddies who retired early and now you keep telling us you need more and move money for the city budget? Now you say we don't have the money to cover for this when you already increased storm water fee before. I am a single paycheck homeowner and I refuse to pay another $5 a month or any more money for school taxes.

Also, If it is for storm water improvements, then why is the money also going to the Police funding? Why is the Marijuana tax money not going for school improvements and needs? Those taxes were added to the school budget, and then Governor diverted the State budget money designated for schools to other things. This is so WRONG!

"bait and switch" sounds good on a bumper sticker or yard sign (i'm sure your slumlord buddy will have many of these printed) but the money will get spent one way or another. It can come from the 2A funds or it can come out of the general fund. we either pay up or screw over our cops and firemen. a 2001 increase... really... teabaggers are such cheap wads, but will be the first to bitch about things not getting taken care of. If we do not find a suitable source of funding the EPA fines will only increase so we could throw more money away that way if the teabaggers have their way... come on old fart teabaggers think long term for once.

Our water bill was ridiculous last month. Seems like CSU has plenty of our extra money already to cover that $5/month per residence.

Rick, Ive lived here 41 years, my aunt and uncle since 1946. The changes have been numerous, not all good. I cant disagree with you; people have lost pride in themselves and community.

Aimee Cox wrote a brilliant letter to the editor that appears in today's edition of the Indy -- I don't know why it's not posted here online (you can read it in the "Digital Edition" linked below). In her letter, Ms. Cox explains quite clearly why Manitou doesn't need "dark money" injected into its politics. Interestingly, Nicoletta above doesn't disavow or disown the the "Centrist Project's" attempt to buy, and own, her. Because she will be in their debt. It's easy to say "put politics aside" when secret, dark money is controlling her "politics."

Why has the Independent mis-reported the Manitou race? Why have they backed Nicoletta in this race(THE WORST MAYOR IN A CENTURY) ? For one reason only JOHN WEISS THE OWNER of the Indy has a hard on against Ken Jaray. It's been disgusting for the Springs community to watch Philip Anshutz buy the Gazette and tilt every article for his personal agenda with no fair and balanced reporting, and now YOU JOHN WEISS have done the same thing to the Indy. Nicoletta is the worst public servant we have ever seen in Manitou. She is ignorant, so rude but has definitely graduated from the "Kelly Anne Conway School of alternative facts". The Indy (that owns the Manitou paper let her misrepresent WHAT'S REALLY GOING ON in Manitou every week with a column in the Pikes Peak Bulletin (which they own). She has refused to meet with the public on simple issues many times, has used the Police to enforce her ridiculous "rush to spend" agenda, it has taken her years to realize Manitou is a HISTORIC town when it comes to a simple repair on a historic bridge . When the citizens whom built this town wanted a meeting for a simple tree issue she called us "entitled" ( the group consisted of prior Mayors, council people, activists and caring folks). Her answer to people meeting was to pass an ordinance so 50 people meeting now need a permit and insurance to meet and protest. When informed citizens questioned the value of a $500,000 RETAINER contract with an out-of-state engineering firm she shut down public comments and threatened to have the police escort informed citizens from city hall.
DEMOCRACY IS CURRENTLY DEAD IN MANITOU , while Nicoletta has claimed "I've made Manitou Safe" Heroin is being dealt on the streets (read our police beat). She has wrapped a park in a steel fence to keep EVERYONE OUT , the only park in Colorado to do so.... a knee jerk reaction to one fight. Like Trump she has claimed to have "Fixed" everything , she Fixed the traffic issue, while this year due to her and staffs negligence Manitou has been a cluster "F" of traffic for a year and expect that for many months more.The outrageous spending agenda with out-of-state groups that have too close a relationship with specific out of tune staff have turned Manitou into a "FEMA INDUSTRIAL COMPLEX" . Nicoletta has been so uncaring and non-responsive to listening to ALL public groups. She championed a "NO TOLERANCE" policy that was so misguided the Police department had to tell her it was WRONG and unworthy of their efforts. Spending is out of control on a monthly basis with Nicoletta and her team, and I ask you fellow citizens ..... should someone whom has been on food stamps recently be anywhere near a $11million dollar budget way. Nicoletta has let down the community AND SO HAVE YOU JOHN WEISS , SHAME ON YOU JOHN you are out of touch with Manitou. Nicoletta has soured the community more in one term that I have never witnessed in my past 42 years in town AND THE INDY WANTS TO GIVE HER 2 MORE YEARS NO WAY. Folks it's time to say NO MORE NICOLE , time to move forward with compassion and intelligence which Nicoletta has none of !!

The mayor and even Mr Skorman admit: the money collected will pay for other things--not stormwater. Openly bait and switch.

It can also be raised as easily as the City settling the lawsuit and agreeing to higher amount or amending the "promise" made to Pueblo. [That promis amounts to a debt that should have been submittited to voters as required by the City Charter] The agreement with Pueblo even has a clause allowing for politicians to "agree" on an amount the City must pay to fund the Fountain Creek Watershed district with no upper limit.

Would you write a blank check to anyone in your family? Would you write one to politicians who mislead you daily?

The lawsuit cites the City's failure to hold developers accountable and its propensity to grant waivers to developers, some resulting in tens of millions of breaks to developers. Yet neither Council nor the administration have proposed any changes to the City ordinances or policies that allowed these things to happen. And it is the very developers who benefited from the City's unwillingness to hold them accountable who are most fervent about you, Colorado Springs citizens, paying for it with
no changes about how business is done.

There is no way the problems from 40 or more years of neglecting our regional stormwater system will be solved by complaining about why the solutions might cost some of us more money than others - fact is we are all in this together. To do nothing or continue this shuffle inadequate amounts of money from one City funding source or another has not and never will work. We must start somewhere. We had a good start once and then the no rain tax group headed by Mr. Bruce and the never saw a fee they didn't call a tax voters in this community repealed it. The City Council at the time caved to the vocal but loud resisters, Now we are years down the road and the problem has only gotten worse. It is now or never - continue to argue about how to fund this needed infrastructure maintenance and the cost will still continue going up and up. it is time for us as a community to take responsibility for our runoff.

it was a mistake when slumlord bruce stopped the previous stormwater funding. lets fix the mistake and start being a responsible future looking city.

The author is right, anyone can walk down Shooks Run and see how bad it is. It's not just McDonald's wrappers and big gulp cups, it's piles of clothing, feces, AND food wrappers. The homeless population here has grown exponentially over the past few years. 10 years ago you'd never see anyone camping in the parks. Now we have "resident" 20 somethings living in the local parks. It's hard to help someone who is openly smoking weed or going out of his way to intimidate women/elderly/disabled people, or who is stealing from my yard. I can't let my 11 year old daughter walk to the playground because of all of the creepy people who call Shooks Run park home. I've been threatened and accosted multiple times over the past few years.

Neh, not buying any of this. People drifting all over the place; least they can and should do is be picking up as they go along.

Dorchester park has a three yard commercial dumpster. And, trash all over the place. Yes, the wind does blow stuff out of the dumpster; put it back in and close the lid. Happens to homeowners when the raccoons get into our bins; stop; clean it up; move on. Stop with the OMG the wind! OMG the city doesn't pick up the trash bags we leave on the bike path and the police told us we could do that and then nobody picked it up and but the police told us we could leave it there and blah blah blah. We no can pik up trash! Just stop. The excuse train needs to stay back in the shed. Now!

All the stuff came from somewhere. Easy solution :0 Pack it in, pack it out. This has worked for outdoors people quite some time. The fast food cup came from somewhere; take the empty back. The plasticware came from somewhere; take it back. All this crap that is all around the campsites; it all came from somewhere. Take it back. All the unwanted and abandoned all over the place clothes came from somewhere; take them back. There are no complexities involved in this concept.

If somebody is so damn tough and ingenious that they can live outdoors in Colorado year round; yet they can not handle this concept of take trash : to trash container ... eh; ummm; seriously? And the blame goes to where? To who? To what? To people that are sick of it and write an editorial? Really? "You wrote a letter and this is your fault". Uh, I too want a medium rare steak, loaded baked potato, salad, and a coke. Awww crap; you mean I have to earn this stuff by living properly! That's not fair!

"Hi. I live outdoors. In Colorado. Nope, can't handle this put the trash in the trashcan stuff. Too difficult for me. Just can't figure that one out" #Fail.

"The police will arrest me if I put an empty soda cup and a hamburger wrapper into a residential neighborhood trash bin". What is this crap? How does somebody even write bs like that. "I can't do anything with my trash because I'll be arrested if I put it in somebodies trash can" Pfffff. Next excuse; please.

Antlers park has three trash cans, usually overflowing; with the plates cups and napkins that people are charitably fed on there. But somehow; there are also the same plates cups and napkins all over Antlers park. Why? Why can this stuff not be taken away by the people providing such a generosity to the people that partake of it? Do none of the people of Antlers know how to simply do a jump up and down on the overflowing trash cans?

If the community of homeless can't figure this stuff out; and people don't like it; good Lord; don't blame the rest of the populace for having a problem with the environment of trash that seems to typify 'homeless'. Most of the discrimination against the homeless is an item that starts with the homeless, and it needs to be ending with the homeless.

Rick Snyder- I've walked around this town for 20 year unarmed and still go downtown at night for music. I spend a great deal of time downtown and find people over exaggerate their issues with pan handlers and people laying on side walks. I think you over exaggerated your interaction with the police.
LMAO - that you wrote in to claim you are left leaning. I live near a park and the college and HS kids all with nice cars and homes leave their trash every night. The people park and eat their lunch leave their fast food containers.
