The auhtor makes an excellent point in highlighting the need to determine how, when, and by whom the City Strategic Plan is developed.
City Code now authorizes both the Strong Mayor and City Council to develop the plan. While segregation and clarification of powers is necessary, so is timing. Is there any prohibition (I hope not) for campaigners to develop their individual Strategic Plans in advance of April 2011 to give voters a voice on what the plan will be?
And 'yes', Richard Skorman would be my choice at this time. Someone will need to present better credentials for me to change my mind.
