Proposed Accessory Dwelling Unit (ADU) Ordinance versus existing Zoning Code
1. COUNCIL MUST VOTE NO ON THE ADU ORDINANCE

2. One recommendation for the proposed ADU Zoning Ordinance is: The City should have a mechanism by which property owners in R and R1-zoned neighborhoods can organize, establish their boundaries, and then determine whether to allow or restrict ADUs within those boundaries.

3. BUT WAIT: THERE ALREADY IS A MECHANISM FOR ADUS REZONE!!

4. THIS ADU ORDINANCE IS PURELY AND SIMPLY OVER-REGULATION WHICH CIRCUMVENTS THE EXISTING ZONING CODE!

5. IF A OWNER WANTS TO CONSTRUCT AN ADU IN AN R OR R1 ZONE, THEN THAT OWNER MUST REZONE THE PROPERTY OR MOVE TO ANOTHER ZONE THAT ALLOWS ADUs.

6. COUNCIL MUST FOLLOW THE EXISTING ZONING CODE AND DO NOT DISENFRANCHISE ALL PROPERTY OWNERS IN THE R AND R1 ZONES WITH THIS OVER-REGULATION WITHOUT REPRESENTATION. ONLY A FEW R OR R1-ZONE PROPERTY OWNERS PREFER DENSIFICATION, AND MOST DO NOT WANT DENSIFICATION.

7. SPECIFICALLY EXCLUDE FROM THE ADU ORDINANCE ANY PROPERTIES IN EITHER THE URBAN-INTERFACE-FIRE-MITIGATION AREAS, HILLSIDE AREAS, OR GEOLOGICAL HAZARD AREAS.

8. COUNCIL MUST CONSIDER LONG-TERM PROPERTY VALUES FOR PROPERTY OWNERS OF THE CITY VERSUS DENSIFICATION: Low Density = long-term property values are maintained. Densification does not equal long-term property values. DENSIFICATION = FUTURE GHETTO
