Have to say the comment that high-density housing is necessarily the cause struck me as off. Having lived in high-density housing and been in parts of the world where that is more the norm than the US's suburban sprawl, it's not the housing, it's the people in the housing. If they don't want to commit or allow crime in their area, then it ican be dealt with much more effectively. More police often leads to a reverse effect of accused profiling or discrimination - zero sum. When a community comes together - with or without police - things can happen. My wife's neighborhood in Topeka was and is poor, but is well-maintained, clean and low-crime.
