City files C4C amendment, arrest made in cold case, voter registration and more for the record

  • The city presented an amendment to its City for Champions application for state sales tax money to the Economic Development Commission on Sept. 20. The city wants to switch a downtown stadium for two projects — a downtown stadium and an arena at Colorado College. A decision is expected in October.

  • James Edward Papol, 46, was arrested Sept. 20 in the 1988 killing of 24-year-old Mary Lynne Vialpando, according to a spokesperson from the Colorado Springs Police Department. Vialpando's body was found 30 years ago in an alley near 26th Street and West Colorado Avenue.

  • The Substance Abuse and Mental Health Services Administration announced Sept. 20 that the Colorado Department of Human Services will receive $30.2 million in the next two years to cope with the opioid crisis. The state says it will increase access to substance use treatment, prevention and recovery services.

  • Take part in the Nov. 6 election by registering to vote by mail or online at govotecolorado.com or by visiting a Voter Service & Polling Center. Go to epcvotes.com for information.

  • The Independent, Gazette and other local media filed a motion seeking $9,557 in attorney fees Sept. 21 from El Paso County Coroner Robert Bux, who petitioned the court to withhold autopsies of Deputy Micah Flick and suspect Manual Zetina, killed Feb. 5. The case was handled by First Amendment attorney Steve Zansberg of Denver.

  • Chad C. Miller, a state public defender since 2003, has been appointed district judge for the 4th Judicial District Court. He'll replace District Judge Theresa M. Cisneros, who is retiring.
