This should not pass for two simple reasons:

1. Most businesses will be taxed 10% on their income (i.e. profit) to pay for the business owner's personal health insurance.

Any Colorado business owner can move their business to another state to save tens of thousands of dollars a year on their personal health insurance. And they will.

2. ColoradoCare will only pay up to 145% of Medicare rate, but the base rate is 130%.

Colorado will have the lowest paid specialists and surgeons in the country. Any specialist or surgeon can move to another state to double their income. And they will.

This has to be done at a national level, not a state level. Colorado would lose jobs, tax base, and quality doctors. This is what's known as a death spiral.
