Council determining what to do about mystery ethics complaint

The question swirling around City Hall is: Who's the target of the ethics complaint?

City Council held a closed session Sept. 10 to take legal advice and determine what can be kept confidential under the Colorado Open Records Act regarding the complaint, which is labeled 2018-01, the year's first and only one so far.

The last ethics complaint that went public and led to action was filed in 2016 against then-City Councilor Helen Collins by City Attorney Wynetta Massey, who alleged Collins improperly participated in a 2014 land transaction with anti-tax activist Douglas Bruce. Collins was censured as a result.
