No and Yes. LEED is somewhat of a "racket". But, there are many examples of certifications, accepted by professionals, and useful until something better comes along. The certification procedure is assessed frequently and updated.

Yes, there are ways to assess how well the building performs. LEED doesn't do this, it would be up to the building owners, if they wanted to. Likewise, it is the building owners' responsibility to upkeep the structure to maintain efficiency. Also keep in mind that, while many of the LEED measures save money in the long run, some do not (for the specific building), but still benefit the local environment, which is a primary goal.
