What happened to the comment I submitted with log in prior to the preceding comment beginning, "Charging a disconnect/..."? The one regarding the Contractual, Trust and other constitutional concerns with this entire SW Enterprise Scam and using the Utilities UNLAWFULLY and without proper Charter/lawful authority to collect. Irregularities regarding billing and collecting from NON-responsible parties, etc. etc.

Charging a disconnect/reconnect, late fee or any other negative action against a utilities customer for not complying with this totally unlawful and grossly flawed "color of law" would give said PERSON standing to bring federal complaints for many, many different reasons I've been able to determine.

Most Americans just submit to most anything these lying, cheating, thieving scumbags in government tell them is "law" without giving any of it any serious critical thought.

A bunch of us did not pay their unlawful SW fees a few years ago and NOTHING happened. Everyone that paid WAS NOT REIMBURSED because it was considered paid VOLUNTARILY.

I will not pay voluntarily but, if threatened with any kind of negative action by the City or Utilities, will pay the fees SEPARATELY, UNDER PROTEST with a FULL RESERVATION OF RIGHTS, and thereby, preserve my right to Petition for Redress.

I bet the voters didn't even know the City Council can raise the fees at any time. All they have to do is convince the State or Federal Government to pass some "law" and WALLA we all get to pay even more to the thieves, cheats and liars.

I strongly believe there are several troubling legal issues for both the City Council Members PERSONALLY and the Colorado Springs Board of Directors PERSONALLY pertaining to interference in individual contracts, violation of State Constitutional provisions, violations of TRUST in their SEPARATE ROLES/legal entity as Directors of Utilities AND City Council Members; charging practices (one ex.: Tenants are charged but if they don't pay the owner is responsible. WHAT?!! THERE ARE MANY, MANY OTHER QUESTIONABLE legal issues involved. Don't want to give away my whole hand, you know. And, furthermore, just like no branch of government can lawfully pass or enforce "laws" which violate "higher laws" (these are known legally as Color of Law); ignorant, apathetic, cowardly voters, the unofficial 4th Branch of Government, have no lawful authority to vote me subject to Color of Law either.

Also, lots of questions remain after reading the FAQS on CS SWE website, for instance: What happened to the $12 Million the voters allowed to be kept earlier. They DON'T FULLY ANSWER the question.

Here's a couple of questions: 1. What lawful authority does the City Utilities cite in THEIR GOVERNING CHARTER to UNILATERALLY change long term contracts with subscribers/customers and impose fees/taxes on us that are NOT within their Service Management Area especially considering the special relationship government enterprises have with their "customers" under the law.

Couldn't Tenants sue for being billed a charge for something they're not responsible to pay? Why isn't that theft by the Utilities AND Stormwater Enterprises?

I have many, many more questions floating around in my head. I bet DISCLOSURE would REVEAL an awful lot of CRIMINAL ACTIVITY by these local CRIMINAL, OATH BREAKING, FELON USURPERS in our government and Utilities Enterprises .
