Get a clue, folks. The Army has NO MONEY to buy anything in either FY 2008 or FY 2009. There is nothing the Army could violate. The Army can't buy land or condemn land. If you knee-jerk critics actually bothered to READ the report you would see that the Army states it would "acquire land using funds appropriated by Congress thru 2012." (page 3) Since the Army didn't request any land acquisition funds (nor has either chamber appropriated anything) for FY 2009, the earliest Congress could appropriate money would be FY 2010. The Army cannot buy anything until FY 2010. By definition, the Army cannot violate today, a law or an appropriation that hasn't even happened yet. I recommend you knee-jerk anti-Army folks to do some reading before you spout off opinion disguised as objective news.
