As much as I personally would hate the restrictions I understand the need to curb traffic and crowding. I would be willing to purchase a season pass to allow my vehicle in the park. I am a photographer and this is one of my favorites places. Also in conjunction with yearly passes day passes for tourists and maybe also a shuttle at a much cheaper rate.

I could be wrong but I think there are instances that it does pay off in the long run. One that comes to mind would be the USOC. The events and tourism it draws to our city are pretty valuable. But I would like to see a breakdown of how this is working out.
