Mr. Douglas Bruce has already been proven to be intentionally indifferent, and downright reckless, in his disregard for Fire Department personnel. During his 1995 prosecution in the City & County of Denver for the criminal charges of knowingly maintaining an unsafe building, an inspection of his rental property in Denver, pursuant to a Court issued search warrant, revealed something shocking. Despite the Denver Fire Department having saved his rental residential structure from a fire, which required the roof to be "vented" (opened to allow heat to escape), Mr. Bruce caused roof repairs to be completed without a building permit. From the outside, the roof and shingles appeared normal. However, the inspection revealed that Mr. Bruce allowed the burned and cracked roof rafters to stay in place, hidden under plywood and shingles. Had any new fire occurred in the structure, and a firefighter had gone onto the roof, there was a clear and present danger that they would have fallen through the roof due the allowed use of the severely charred and cracked wood. Mr. Bruce's conviction by a jury and his 10-day jail sentence by the Court was appealed by Mr. Bruce to the Denver District Court, the Colorado Supreme Court, the U.S. District Court for Colorado, and the 10th Circuit Court of Appeals - which was affirmed by each court over the course of the following 5-years. As the prosecutor handling that case from beginning to end, I learned that Mr. Bruce's apparent narcissistic personality was a challenge for anyone who had to interact with him. Many other municipalities would not stand up to his badgering and blustering, so his rental properties in other locations may share similar dangerous characteristics. The best strategy when it comes to Mr. Bruce is simple - never, ever back down. The Fire Chief should have his district's property records searched for any property owned by Mr. Bruce and have his fire stations take appropriate action to protect their personnel from Mr. Bruce's proven recklessness with his properties.
