The suggestion that the NEPA process (allowing for an EA or Environmental Assessment) will allow real and considered public input is a farce. If they had really wanted input they would have done so to begin with and worked with the neighborhoods to see if it was even feasible or practical - before even going to the 'we've got funding to do the EA, acquire property and start construction' phase - at this point it's pretty much over for those in the area. The decision was made, without consideration or input. Period. So the process to implement is now in effect and the chances of that changing are very remote. If one chooses to look at govt projects or 'proposed plans' that have gone to the EIS or EA phase I believe you'll find that there has been little if anything changed in the least, let alone halted because of a public comment 'opportunity'. It's easier to say sorry than get permission up front.
